Clearly, this just depends on whether the beast counts as a windmill. If the “Windmill” tag is only given to constructs, or under other specific circumstances, then it may not be helpful, but if the creature is classified as a windmill, then the sword of destroying windmills would be the best here, since it is a specialist blade, compared to the generalist beast killer, which could easily apply to thousands of beasts.
